I think UEFA license deadline is 31 May, so Minsk may still have time to apply for one. With their current squad, it's guaranteed defeat in both legs in the earliest round, but they will still try to get a license if only for UEFA money.

I'm pretty sure there are no limits for any qualifying matches or NL matches (except final-4 round). The only limit is 11 starters + 12 subs (max) for each specific match, but that can be any 23 players eligible to play for NT.

Seriously, they should do it. And award it to Canada/Mexico only as a compensation for less host matches at WC26. Bring 12 or 16 participants to include everyone who missed out in 2021.
