If you assume that the draw for Q4 will take place before Q3 is finished, 2017/18 seeding line would have looked like this:

11. Dinamo Zagreb 21
12. Maccabi Tel Aviv 19,5
13. Girondins Bordeaux 18

14. Olympique Marseille 17
15. SC Freiburg 15,899
16. FC Everton 15,192

But you have to take into accout that from 2018 on clubs from higher ranked leagues start earlier in qualification than with the current system. For example Freiburg, Everton, Bordeaux, Sparta Praha, Bilbao, AC Milan, PAOK, Gent, Krasnodar and Maritimo Funchal would have started one round earlier in Q2, now they all started in Q3. So there is much more room for surprises to happen before Q3 than with the current system plus unseeded should be a little bit more difficult overall than now due to the higher seeding line.
So you can't quite compare these two system and say exactly where the seeding line would have been. I think at least 1-2 of these 9 seeded clubs which would have been seeded also in Q4 would have failed in Q2 so the seeding cut would have been between Freiburg and Everton I guess
