2023/24 Under-17 EURO qualifying round draw

The draw at 10:00 CET on Thursday 8 December sets the groups to begin the road to Cyprus.

The 2023/24 UEFA European Under-17 Championship qualifying round draw, streamed at 10:00 CET on Thursday 8 December, sets 13 groups of four to be contested as one-venue mini-tournaments between 1 July and 21 November 2023.

In all 52 nations will be involved in the draw: the 54 entrants minus hosts Cyprus (who qualify direct for the final tournament) and top seeds Netherlands (who enter in the elite round).

• There are four seeding pots in accordance with the coefficient rankings list. The 13 countries with the highest rankings are placed in Pot A, the next 13 in Pot B, and so on.

• Each group is allocated one team from each pot, with hosts to be appointed to stage the mini-tournaments.

• The top two teams in each group will progress to the elite round along with the five third-placed teams with the best records against the top two in their section.

Pot A: Spain*, Italy, France, England, Germany, Portugal, Belgium, Republic of Ireland, Hungary, Serbia*, Sweden, Türkiye, Denmark

Pot B: Scotland, Israel, Norway, Switzerland, Czechia, Slovenia, Greece, Bosnia and Herzegovina*, Ukraine*, Poland, Austria, Slovakia, Croatia

Pot C: Finland, Iceland, Belarus*, Bulgaria, North Macedonia, Romania, Georgia, Northern Ireland, Kosovo*, Wales, Montenegro, Luxembourg, Latvia

Pot D: Estonia, Faroe Islands, Albania, Kazakhstan, Azerbaijan, Armenia, Andorra, Lithuania, Moldova, Malta, Gibraltar*, Liechtenstein, San Marino

*Based on previous decisions of the UEFA Executive Committee and UEFA Emergency Panel, these pairs of teams cannot be drawn together: Spain and Gibraltar, Belarus and Ukraine, Kosovo and Serbia, Kosovo and Bosnia & Herzegovina.

All Russian teams are currently suspended from UEFA competitions until further notice in accordance with the decision taken by the UEFA Executive Committee on 28 February 2022 and as confirmed by the Court of Arbitration for Sport on 15 July 2022. Russia are therefore not included in the 2023/24 UEFA European Under-17 Championship.

The 2023/24 UEFA European Under-17 Championship qualifying round runs between 27 September and 21 November.

In all, 52 nations will be involved in the qualifying round: the 54 entrants minus hosts Cyprus (who qualify direct for the final tournament) and top seeds Netherlands (who enter in the elite round).

The top two teams in each group will progress to the elite round along with the five third-placed teams with the best records against the top two in their section. March's elite round will decide the 15 teams joining Cyprus in the finals from 20 May to 5 June.

Albania, Estonia, Latvia to host U17 EURO in 2025, 2026, 2027

Albania, Estonia and Latvia have been chosen to host the UEFA European Under-17 Championship final tournaments of 2025, 2026 and 2027 respectively by the UEFA Executive Committee at its meeting in Limassol.

The tournaments will be the first under a new format for the competition beginning in 2024/25, with the finals involving eight teams, including the hosts, who will nevertheless also now play in both rounds of qualifying.

The 2025 finals will also be the first UEFA final tournament to be held in Albania, though Tirana was the venue for the inaugural UEFA Europa Conference League final of 2022

Estonia was previously due to host the U17 EURO finals in 2020, cancelled due to COVID-19, but has previously staged U19 EURO in 2012 and WU17 EURO in 2023.

Latvia has never previously hosted a UEFA football final tournament but did stage the first Under-19 Futsal EURO in 2019 in Riga, at a venue which also hosted the 2022 UEFA Futsal Champions League finals.

The 2024 U17 EURO final tournament was previously awarded to Cyprus.

Looks like they literally met to vote on a motion to elect the 2 hosts by acclamation and then this. No media release. FIFA also approved Russia in U17 WC so wonder if they'll walk back on that?
