I should say, if your strategy and prospects in a match hinge mostly on surviving to the PSO, as was the case with Slovenia, you should practice for the shootout. Like, a lot. So as to not lose it 3-0, the worst possible score.
So only two rematches of the recent Euros finals in the QFs: Spain-Germany from 2008 and France-Portugal from 2016. Could've been the third, but Italy decided not to bother.

On a more serious note, just as there has been a lot of fixation on England for being "boring", there's been a lot of criticism for the Copa América for the same reason, mostly from Spanish-speaking countries.
Not so sexy now, Europeans? The only reason the Euro has been considered more entertaining is the clash between Balkan countries and Georgia. Lots of memes and calls for the Balkan Cup to return because of it.
Congrats to Portugal. Just like @mspm89 said, Slovenia had a heroic match, hats off to their defending, but had no tool to win a PS. You looked at the first penalty taker, Ilicic, and you saw that this guy has no chance vs Costa..
I will root for Portugal in the next game, they have a TEAM and they are definitely more entertaining to watch than the Frenchmen.
