I think UEFA will wait untill the matches in the Europa League are known for the same date, so they can seperate clubs from the same country in different kick-off times.
In icehockey in Denmark, the format used to be that the topseeded club could choose its opponent freely, then the 2nd highest seed and so on. I'm guessing it's too anarchic an idea for UEFA to consider, but it could be an interesting format, and largely avoid the idea of teams getting a better way by dropping down the table. It could either be the 9th seed first picking freely from among all the 10-24 sides, or just from the 17th-24 sides.
