Not exactly. Zanzibar population is a little under 2 million. Tanzania population is actually very close to UK population, so you could say it would be like something a little less than 1.89M beating England. Perhaps something like Birmingham (Bellingham!) and Leeds beating the rest of England.

The population of the whole Tanzania is about 67 million, while Zanzibar Island is about 1.8 million. If one must go with an island in Europe as reference, the closest is probably Italy, about 59 million, and Sardinia, about 1.6 million.
