In your last if statement, isn't team B (CL-TH spot) and team C (EL-TH spot)?

why not UEFA Explain it EL And ECL with 48 teams and keep UCL with 32 teams or maybe Having EL And ECL with 40 teams

UEFA should have already announced the details for the new format of competitions. The qualifiers for these competitions (domestic leagues and cups) are starting in few days and the clubs should have known in advanced the new rules. I really don't understand why UEFA has not given all the details for new format yet
