It is NOT stated that clubs from the same assotiation cannot be drawn againts each other.
In all other sections involving draws up to the round of 16 it IS stated clearly

Since 1999/2000 season when 32 teams play the CLGS and UCL started to become what it is now, only six countries will have played the 24 editions: Big 5 + Netherlands. Spain, England and Germany had the nice feature to have 5 teams in CLGS. Finland didn't play in CLGS in that period but played CLGS in the transitional period from 1992-1999.
