When it comes to their country coefficient for the 23/24 season, we still haven't heard anything. But everything indicates that the 4.333 points will be the case that season too.
I disliked the gift of the 4.333 points to Russia from the start. If you want handing out points, do it according the ranking.

So. Pretend all teams enter in the round allocated to them. Then assign a 3-0 loss for all their games. Count their bonus points and qualification points divided by no. of teams, and that will be your coef points.

For 2022/2023 instead of 4.333 they just get 2.8 points.
For 2023/2024 the damage isn't that high with 2.7 points
Next seasons they will drop down quickly in ranking and in points (provided they will be suspended for the years ahead)
If all Russian clubs were allocated to the round they were supposed to be and had lost all their matches then Russian would have earned 0.800 points both seasons which is the bonus for the champion being at CL GS (4.000) divided by the number of total clubs in competitions (5). Loosing matches before GS and being at GS of EL or ECL doesn't award points to countries but just points for the clubs.
I also don't like that Russia is awarded points but still it is not really a major issue. If Russia hadn't received this gift they would have been 24th so the only difference would have been that their champion would have started at Q1 instead of Q2 so it is not really a big deal. Of course they would still carry this 0 for 4 more seasons but again I don't think the final outcome would have been much different

They are communicating with FIFA and UEFA about this.

The European World Cup qualifiers start in 2025, so the draw will probably be held in late 2024. If Russia wants to take part, there is still plenty of time for them to see if FIFA and UEFA will reverse the ban by then, especially now with IOC and some of the other sports federations easing the restrictions on Russian athletes.

Isn't Preliminary draw usually held in July of the year after WC I.e. I was under impression draw would be in July this year.

I say let them play but only as RFU. It would be a major 'up yours' at Putin (even more so than a blanket ban IMO)

even if this war ends some time it would be a grave insult to Ukraine and even the whole western world to praise "loyalty" against this highly aggressive Russian system in charge that doesn't follow any rules. Uefa should think this through to the end and not announcing such thoughtless words at this stage.

When is the next UEFA Executive Committee meeting? I cannot find this information. I assume that will be the one where the official confirmation on the continuation of the Russian ban and its effect on the 2023-24 access list will be given.

It's on 28 June. So it will be too late, but in another thread Bert linked a letter from UEFA to national associations. It is hinted that an access list without Russian clubs was prepared, but it wasn't enclosed: viewtopic.php?p=543026#p543026

This was included in the circular letter sent to all member associations regarding entry to the 2023/24 UEFA club competitions:

With this correspondence, clubs are invited to participate in the 2023/24 season of the UEFA Champions League, UEFA Europa League, UEFA Europa Conference League and UEFA Youth League (Note 1).

Regarding the admission to UEFA’s club competitions, please refer to the criteria and procedures set out in Articles 3 and 4 of the regulations of the respective competitions. The access list, which applies the coefficient ranking system to determine admission to these competitions, is included in Annex A to these regulations. In this regard, and in view of the ongoing suspension of all Russian teams and clubs from UEFA competitions until further notice, the UEFA Executive Committee, at its meeting on 4 April 2023, has approved the rebalanced access list for the 2023/24 UEFA Club Competitions season, which does not include any Russian clubs.

(Note 1) The invitation to participate in the above-mentioned competitions does not apply to Russian clubs due to the ongoing suspension of all Russian teams and clubs from UEFA competitions until further notice, as decided by the UEFA Executive Committee on 28 February 2022 (see Circular Letter No. 21/2022) and confirmed by the Court of Arbitration for Sport on 15 July 2022.
