after the first 30 matchdays (everybody plays everybody) it will be split like this:
1-6 Playoff (each team plays the others 2 times)
7-16 Playout (each team plays the others 1 time)

What they have to play for:
League champions go to CL qualifying round 01
Cup winners go to ECL qualifying round 02
League nr. 2 go to ECL qualifying round 02
winners of (winners of (Playout Nr. 1 vs Playout Nr. 2) vs League nr. 3) go to ECL qualifying round 02

as usual some coaches have changed teams. Most important of these:
Laurentiu Reghecampf left Universitatea Craiova and joined Neftchi Baku
Laszlo Balint will take over Universitatea Craiova, previously at UTA (no experience with "big" teams)

Universitatea 1948 replaced Nicolo Napoli with Marius Croitoru (formerly at Botosani). Interesting to see if he will be able to replicate Botosani "success"(always being a dangerous teams even if having few resources).
Botosani replaces Marius Croitoru with Mihai Teja. Teja is to me a solid mid level coach with some experience at that level.

What is the situation with Steaua?

Will they be ever allowed to be promoted? And how come army clubs cannot play in first league, as they played normally before 2003?

Current romanian law is that any sport club owned by a state entity is not allowed to join a professional league. So this is above the romanian football federation (FRF).

Just yesterday I read an interview with the federation president stating that there are 2 possibilities:
1. changing the law - which wouldn't be that unexpected as the romanian defense minister would be very pleased to gain some political capital with this. he is a pure political person with no ties to the military before and has enough influence in biggest political party.
2. changing the structure of the club to a private club, in which the state could actually continue to own all the shares (I didn't fully understand what he said, I am not familiar with the financial/administrative term he used, ad litteram translation: switch to "private right")

so yes there are clubs that get all the founding from the city administrations around the country, but I don't know details about the structure they use.

He didn't mention this time, but I know before there were talks that clubs that change the structure would also have to wait a year in order to be eligible for promotion (so if they start the season without being eligible for promotion they will remain so for that season. so it could be very possible that this season again they won't be able to fight for promotion.

Yay politicians.

Sports minister just announced that starting 2022-2023 season. All team based sports will have to field at least 40% romanians during the matches. The rule is not yet official, just announced, but should follow shortly. Of course this with out prior consultations.
Mostly likely this against EU laws. At best they could have went with what UEFA and other federations are going with and that is romanian "formed" players, as that would have had almost the same effect as I don't know of to many young players that come to Romania to developed. But still the UEFA rules are just for the squad lists and not the actual fielded players.

From the football top teams CFR will be the most affected as they always been the most pragmatic and focused on getting experienced players from any source and not focusing on developing players and trying to make money that way, but focusing on results and getting money from UEFA participations. Unlike FCSB which is always trying promote sales sometimes clearly damaging the results in order to promote a "talent".

In the mean while the season can be considered started as CFR already played. They draw 0 - 0 vs Pyunik (ARM) in Armenia. They were favorites so a draw is a bit disappointing, but I really hope they don't have problems from this stage, with home advantage and another game under their belt (the supercup) I hope they will easily secure qualification.

Not a surprise to see the cup winner win the supercup. The strong teams in Romania focus only on the championship for the CL places and better position in the other Uefa competitions which bring more money than the Cup/Supercup. This applies to CFR who dominated the last years and to FCSB which when is not dominating at least is the contender.

not a good european start.
CL QR1
CFR 1907 Cluj(ROM) 2 - 2 Pyunik (ARM) (AET) (3-4 pen)

Now CFR gets shifted to ECL QR2 and will play: Inter Club d'Escaldes (AND)

This way CFR also lost the possibility to qualify to EL and will face only direct elimination matches. I didn't expect them to go to CL group stage, but was hopping to at least go to EL group stage or at least get much closer and have the ECL group stage secured, but now they will just face the same number of qualifying rounds as the other romanian teams, winning the championship proved to be completely useless.

Also there are signs they will replace the coach Dan Petrescu. In truth is hard to not get the feeling that them being so cynical and only focusing on the immediate results the lost track of the fact that in order compete in europe you need to improve and just winning 1-0 in romanian games is not enough for that.

So FCSB had one of the worst start of the season. Not just the results were bad, but the game was extremely bad. The players just "walking" on the field with no idea and determination. This led to the pseudo coach to resign. And Nicole Dica was appointed as a coach. Becali promised he will not interfere until winter with the new coach. The immediate result was a different attitude of FCSB in the ECL game, more determination although not necessary a fantastic game. Dica will need time to make a cohesive gameplay. Also the team captain and top goal scorer Tanase just transferred to China. FCSB can field a decent first 11, but the squad is seriously lacking backup options. They might start making some transfers now.

Now on the European night. It wasn't extremely glorious and no team progressed with full points. But t is not so often that we have a chance to say that all 4 teams progressed. The most surprising was certainly Sepsi that don't have a lot of experience and did encounter a team that is used to play the qualifying rounds.

The next round will have:
CFR Cluj - Șahtior Soligorsk
FCSB - DAC Dunajska Streda
CSU Craiova - Zorya Luhansk
Sepsi - Djurgardens

CFR should be able to handle the qualification even if they are in bad form as well, but are favorites in my opinion.
FCSB will be trickier to get the qualification. Some players were subbed of injured or tiered last night(I think nothing serious) and got one red card, with the squad depth this could be a problem. Also not a lot of time for the new coach to make a real difference. The qualification will be hard fought a balanced game I expect. But FCSB qualification is very important as this year will replace the last decent result in europe for them, so if FCSB doesn't gather enough points this season they won't be seeded starting from next year and it will be even harder to comeback. So a group qualification is a must and also a fight for the first 2 positions there.
Craiova would have had a very hard time in normal conditions. Not sure how to asses the ukrainian team. the situation there for sure makes Craiova chances higher. But seeing also Dinamo Kiev I expect Zorya will have the first chance.
Sepsi starts with the second chance for sure. But they did so against Olimija as well so who knows. They don't play nice football, but they do fight very hard.

I am hoping for 2 teams in group stage. But that would a great result considering how the teams are playing at the moment.

Also forgot to mention we finally have VAR as well. But it s not lime other VARs. A lot of technical problems. The display where the central referee could see the replay didn t work on a couple of occassion. So the VAR could change some of the decissions. They say the ref should have seen them although I don t understand why some were clear issues like red cards, handball in the penalty area ... . the replay on tv were clear but VAR "couldn t " interfere even if we did have the VAR stop time.
