I would prefer:
Botev/Maribor > Sheriff/Zira > Braga > Rijeka

If Panathinaikos avoid Braga, they got this.

Pafos also with a good chance if they don't face Braga, but Rijeka and Sheriff are tougher for them.

Sheriff is seeded in ELQ3, so they are the ideal draw for Panathinaikos.

I'm not so sure that Sheriff will advance from Q1, I mean, they didn't even win the Moldovan league. On the other hand Zira finished 2nd but 25 points behind Qarabag.

It is clearly unbalanced. I think they form these groups based on UEFA ranking points, probably they have a similar average of ranking points, but that is misleading, because for instance it massively overstimate current Sheriff.
Using ELO to form groups would be better, though I don't see the point of making them for this round.

Panathinaikos gets Maribor/Botev, the easiest draw on paper.

But not the chance to be seeded in Q3, Pafos or Elfsborg will have this chance vs Sheriff.

Nice and short trip for Wisła if they go through. On the pitch, nothing positive to be expected, hopefully they won't be hammered by Rapid.

Second year in a row that Panathinaikos gets the weakest seeded opponent in Q2 (Dnipro last season in CLQ2).

Finally a friendly draw for Panathinaikos.

In 2022 Slavia Praha was the strongest seeded and we got them.
In 2023 Dnipro wass the strongest seeded and we got them, then Marseille was stongest seeded and we got them, then Braga was the strongest seeded and we got them.
Fifth time was the lucky one.

In what universe is the 8th of Ligue1 considered stronger than the Dutch champion?
Not to mention OM was the lowest-ranked seeded team in Q3!

And in the PO it was 50-50 between Braga and Rangers (with the Scots higher ranked btw.).
Either way you'd claim Panathinaikos got the "strongest".
