Dnipro-1 Commercial Director Vyacheslav Fridman confirmed in the interview that Dnipro-1 will not participate in this edition of the European Cups.
Most important part:
- Many people hate Dnipro-1 because Ukraine has lost a participant in the European Cups, and UEFA will not allow replacing it with another representative.

- There is more noise here. Do you think it would have been better if Dnipro-1 had been relegated from the Pushkas Academy after losing twice? The Hungarians have a pretty decent team. Let's discuss the failure of Ukraine at Euro 2024 and the game of our youth team at the European Championship, where we are also struggling and need to win against Italy.
So Puskas Academy will get a bye to the 3rd qualifying round, but will be unseeded in the draw. Pair involving Austria Wien will be seeded instead. So one club less from your list of unseeded teams to avoid, @Firnen .

Now the other interesting question will Hungary get 0.500? Surely they do because Dnipro forfeits?

When RB Leipzig vs Spartak Moscow was cancelled in 2021/22 Europa League Ro16, Germany didn't get any points, other than 1 bonus point for qualification in the next round. Don't know if the same will happen now.

Ukrainian portal ua-football.com informs that tomorrow Dnipro-1 will appear in the draw for the 3rd qualifying round:

Decision must be made before Monday and still nothing official from UEFA. Match between Dnipro-1 and Puskas Academy is still scheduled on the UEFA website just like all other matches.

I just wonder how Dnipro-1 is going to play with 2 registered players remaining in the squad. It is some kind of comedy, although not funny for anyone.

They won't but since they won't withdraw before tommorrow, Puskas becomes seeded in ECLQ3!

Yeah, they couldn't even register new players even if they wanted, since it's after the deadline.

This will be a nice gift for Puskás Akadémia, Austria will be disappointed if it stays like this.

Dnipro coach, Yuriy Maksymov, made an ironic comment about playing match on Thursday:
"As far as I know, on July 15, almost all employees, football players and the entire staff of the base were fired. As of July 21, the club has only three employees: head coach Yuriy Maksymov, club director Anton Fursov, and an accountant. Now the three of us can play the famous card game - space rums. This is a card game from my childhood.

Hard to ban Dnipro-1 for life if this club will stop existing from formal point of view very soon (from practical point of view it doesn't exist anymore). However, that oligarch Kolomoiskyi and his loyal people already have plans to form a new club which would start from Ukrainian 2nd tier next year. Let's hope these plans will remain unsuccessful and we will not see Dnipro-2 or Dnipro-xyz or Dnipro-lol on the European football map next year.

The city of Dnepr has almost 1 million inhabitants and deserves for a club in the Ukrainian top division, but Kolomoiskyi and his people should stay away from forming a new club. I would give them a lifetime ban for any football activity in Ukraine.

I guess I am not the only one here who can't understand why UEFA is completely silent in Dnipro-1's case. In Poland we say "When it is not known what it is about, it is always about money". I found a nice article on a Ukrainian sports about what happens behind the scenes of the process.
What is the position of the UAF?
UAF is also in no hurry to revoke the certificate of "Dnipro-1", because they have no connection with the club. To launch the liquidation process of "Dnipro-1" unilaterally (without cooperation with the club itself) is to run into the risk that the club, if it does manage to find financing, will file a lawsuit and start a legal process against UAF.

The Football Association of Ukraine chose the tactic of waiting for the impact on the UEFA situation.

What is the position of UEFA?
The fact that "Dnipro-1" is a participant in the European Cups generally simplifies the situation for UAF. Puskas Academy, Dnipro-1's opponent in the second qualifying round of the Conference League, has already sent letters to Dnipro-1 regarding the organizational aspects of the first (away for Hungarians) match (to be held in nine days). However, the Hungarians did not receive an answer.

The "Puskas Academy" also had contact with the UAF in this regard. But the Hungarians did not receive answers to their questions, so they informed the Football Association of Ukraine that they would appeal to UEFA. Literally these days, communication between the Puskas Academy club and the organizers of the UEFA tournaments should be/is taking place regarding the fact that "Dnipro-1" is ignoring any organizational processes related to the matches.

UAF expects that UEFA will issue its verdict on "Dnipro-1" in the near future. And already after that, the process of liquidation of the club from the system of Ukrainian football will be carried out by the UAF itself.

What could be the reason for the delay in the liquidation process?
As the UA-Football journalist already wrote in his Telegram channel , the participation of "Dnipro-1" in the second qualifying round of the Conference League guarantees the legal entity a prize of 350,000 euros (regardless of the result). Yes, the club must spend on processes related to the organization of a home match. But this amount is still less than the guaranteed prizes for participation in the European competition.

What is the forecast?
UAF is waiting for UEFA's decision. As soon as UEFA reviews its verdict regarding the certification of "Dnipro-1" for participation in the 2024/25 European Cup season, UAF will do the same. And this, in its turn, will untie the hands of the UPL.

The situation will probably be clarified by Monday (22.07.2024), when UEFA plans to draw the third qualifying round of the Conference League, in which "Dnipro-1" should also appear as a member of the playing pair of the second qualifying round.
