EL play-offs is the only round in qualifications where teams from the same country can meet, but the loser goes to the group stage anyway rather than (getting closer to) being eliminated completely. Maybe that's why, although they could have just as well had the country protection there too.

Was it ever said what will happen if a team indeed can't go to the group phase because a higher team from the same country is also in the qualifiers? That higher team is moved? Or the team with the next higher coefficient among qualifiers is taken into consideration?
