yes playing abroad is an option too (in case of difficulties). UEFA doesnt have any restrictions about that. but can F91 afford to pay amount of the money Metz (or another French club) want for usage of their stadium..

no. it must have at leat 4,500 capacity in Q3 and PO (they have same rules about stadium requirements)
