The UEFA was the reason. Their reasoning:

Group E : PSV Eindhoven played in every EL edition, and they began as a strong team that only lost once per season, but that changed two seasons ago. Now they lose half of the games that they play and they no longer advance from the group stages. Will they return to the old PSV, that only lost once...
