San Siro affair:
San Siro is owned by Municipality of Milano. Inter and Milan pay 10m euros per year to rent it.
Inter and Milan want a new modern stadium. Modifying San Siro is more expensive than building a new one.
So they propose to build a new one aside to San Siro and then to partially destroy San Siro and convert in something else.
This is not possible, San Siro cannot be destroyed, for " historical and architectural" constraints by another Agency.
So Municipality of Milano refused Milan and Inter proposal, since it means having two stadiums in the same place.
Milan and Inter are planning to have their own new stadium in different Municipalities close to Milano. Inter in Rozzano, Milan in San Donato Milanese.
If so San Siro will be no longer used from Inter and Milan starting from 2027 or 2028; and Municipality of Milano will loose money.
So San Siro won't be demolished.
San Siro cannot be demolished.
It is forbidden to demolish the part existing before World Cup 1990.
The issue is that Milan and Inter might no longer use it starting from 2027 or 2028. Who will mantain it?

Currently Milan and Inter spend 19m euros per year: 10m to Comune di Milano (Milano Municipality) to rent San Siro, an 9m for management, pitch maintenance, and so on...
When they will stop to use San Siro, Comune di Milano will loose 10m€ rent per year.
In the meanwhile they should go forward to use it for concerts, during summer, and so they should continue to ensure that everything will be safe

So finally Italy will modernize their stadiums. It was about time - even better it would be to build some stadiums from the Ground like it happened in England lately (with Tottenham's, Arsenal's and West Ham moving to the Olympic one, while Everton is also building a new one).

We can already forecast 4 of the hosts in Italy will be Rome, Milan, Turin, Napoli. The only question is which is the 5th stadium.

I think this is a blessing for Italy. I'm sure they feel pressure that they have to organize a big football tournament but bringing 10 stadiums to top-modern level would be a big investment and some "smaller" cities would have to be included. This way they have an excuse to just focuse on the biggest one when it comes to support.
