There are always teams that don't get the licence to play European Football. Here the topic for this year.
The first one is Skonto Riga: they didn't obtain a licence for their league, so probably they won't play in Europe.

Netherlands: Only Twente doesn't get a licence (they are banned for the next 3 years because of financial troubles), but they won't qualify anyway this season.
CSKA Sofia, still in the cup are banned for their eventual first participation in the next two seasons for not paying an earlier fine for breaching the FFP rules.
So Galatasaray received a ban.
Dnipro is in danger (Metallica1989 said this in Ukrainian thread).

isnt Rostov banned? or I mixed smth.
Panionios have strengthened their position in the top5 in Greek Superleague, a place that leads to play-offs.
But they didn't get a license in the last 4 seasons, and they will hardly get one this season.

Rostov won the 2013–14 Russian Cup, defeating FC Krasnodar on penalties 6–5, and earned qualification to the 2014–15 UEFA Europa League. Clubs Liverpool, As Roma, Inter and AS Monaco are punished. Some other clubs are on the UEFA's radar: These are Sparta Prague, Hull City, Lyon, Krasnodar, Besiktas Panathinaikos, Ruch Chorzow and Wolfsburg. Besides, Genoa and Dynamo Moskou are banned for this season. Latest news was that Inter and AC signed a voluntary agreement with UEFA.
Last year, Manchester City and PSG were forced improving their debt position. Also clubs Galatasaray, Trabzonspor and Bursaspor from Turkey, the Russian sides Zenit St Petersburg, Anzhi Makhachkala and Rubin Kazan and Levski Sofia from Bulgaria were punished.
So 1 May, UEFA gives time to clubs to fix things. After that, exclusion are very well possible.

If you make that list, could you als add clubs:

2> Relegated or excluded by domestic FA
3> Excluded by UEFA
4> Punished by UEFA: Signing Voluntry Agreement (like PSG, City, Inter, AC did) means being break-even in 3 years.

And from all those clubs, some will be bought by a (new) oligarch.
Then you know lot's of outgoing transfers to come
