I'd go for the latter. Do we know anything about the qualifying format? 54 nations and 10 groups? The 10 group stage winners and 10 runners up going to UEFA Euro 2024.
Is it 3 places for the playoffs from Nations League? And will League D not participate in playoffs? Will Germany take part in a group of 5 like Qatar to FIFA World Cup?

As you said. Play offs will be top 12 group winners from UNL if there isn't enough then the next best teams in the UNL overall ranking qualify. Play offs are 3 paths of 4 with 2 semis and a final. I recall reading towards the end of last year that the qualifying format - including the involvement of the 2023 UNL - is expected to be published when the competition regulations are approved in June.

Lests hope we can go one better this time! Thought we were unlucky in 2020 final. I thought Italy were lucky and were cheats. We were best team don't you think?
