First a tough statement against UEFA (that had a big eco mediatically), later a tough statement against the Spanish federation. This club is not messing around. Respect to Osasuna for not accepting passively their fate.

The UEFA Appeals Committee has made today the decision to leave Club Atlético Osasuna out of the 2023-2024 Conference League. The members of the UEFA Appeals Committee have not taken into account the allegations presented by the entity last Friday and have reaffirmed the initial opinion of the inspectors of the UEFA Control, Ethics and Disciplinary Committee. The reasons why the Appeals Committee has decided to exclude Osasuna will be transferred to the entity in the coming days.

I hope Osasuna can win at TAS, because UEFA rules are really strict on this matter. The facts happened 10 years ago and the Spanish tribunals ruled that Osasuna is the victim of actions committed by individuals.
The new board cleared this mess and a decade later the facts incriminated the club is punished, you feel for them.
On the other hand i also understand those that say "match fixing must always be punished". Maybe UEFA regulations should allow for a time-limit (passed that, the punishment expire) in cases like this, when the board have changed and all the players too.

Which is the usual punishment of UEFA at such cases ? Is it 1 year ban? Is it more? Is punishment applied to the club only if the club is qualified at a competition?

UEFA won't dare to exclude Barcelona or Juventus, even if they cheat.

It is always a big deal to be out of Europe; part of the financial distribution is based on the 10-year co-efficient while Roma made around EUR 40m from winning the 2022 ECL.
Yes, the usual punishment is one year ban. The ban is triggered whenever a club qualifies for Europe. This season we already have three clubs banned because of this rule: Isloch (Belarus), Virtus (San Marino), and Osasuna (Spain).

If, on the basis of all the factual circumstances and information available to UEFA, UEFA concludes to its comfortable satisfaction that a club has been directly and/or indirectly involved, since the entry into force of Article 50(3) of the UEFA Statutes, i.e. 27 April 2007, in any activity aimed at arranging or influencing the outcome of a match at national or international level, UEFA will declare such club ineligible to participate in the competition. Such ineligibility is effective only for one football season. UEFA can refrain from declaring a club ineligible to participate in the competition if UEFA is comfortably satisfied that the impact of a decision taken in connection with the same factual circumstances by a national or international sporting body, arbitral tribunal or state court has already had the effect of preventing that club from participating in a UEFA club competition.
