Looks like they literally met to vote on a motion to elect the 2 hosts by acclamation and then this. No media release. FIFA also approved Russia in U17 WC so wonder if they'll walk back on that?
The places for 2025 FIFA U-17 World Cup will be decided by the 2025 UEFA Euro U17 (which will use the new U17 format), and the draw for the qualifiers for that tournament has not been held. The draw for the first qualifying round will be held in December this year, and UEFA can probably find a way to include Russia in the draw at least for the first qualifying round, as long as they can find three teams willing to play Russia (or even two teams since there is one three-team group), it should be okay. Although I don't know what will happen should Russia advance to second round League A or even the final tournament.... (but those matches are held in early 2025 and who know what the political situation will be at that time).

FIFA really does not have to worry about their own decision last week. If Russia stays "banned" by UEFA, then it is not FIFA's fault that they cannot qualify through UEFA"s tournament. If Russia somehow can get through qualifying to make it to the U-17 World Cup, again there should be no problem for FIFA, as outside of UEFA the majority of teams are willing to play Russia at the under-17 level.

Because the regulations say so. I guess it is to reduce the discrepancy between groups as the bottom teams in Pot 4 in the qualifying round are very weak (e,g,, San Marino), but the top teams in Pot 4 are not so weak (e.g., Estonia). Same rule applies for U-19 qualifying round.

However, for ranking the runners-up in the U-17 elite round (top seven out of eight qualify for the final tournament), results against all three others teams are counted.

In the current format, R1 (qualifying round) groups always have 4 teams. Depending on the number of entries, minus the final tournament hosts which do not take part in qualifying, any number of teams between 0 to 3 will be given a bye to the R2 (elite round), so that the number of teams playing in R1 is always a multiplier of 4. The number of teams which advance from R1 to R2 will then depend on the number of teams given a bye to R2, as there will be 32 teams in U-17 R2 (28 teams in U-19 R2).

For example, if 54 associations (excluding Russia) enter the tournament, minus the final tournament hosts the number of teams playing in qualifying becomes 53. Therefore, 1 team (according to coefficient) will be given a bye to R2, and 52 teams will start from R1, divided into 13 groups of 4. For the 32-team U-17 R2, it means the top two teams of each group, plus the 5 best third-placed teams, advance to R2 (1 + 13 + 13 + 5 = 32). For the 28-team U-19 R2, it means the top two teams of each group, plus the best third-placed team, advance to R2 (1 + 13 + 13 + 1 = 28).

The 2023/24 UEFA European Under-17 Championship qualifying round runs until 21 November.

In all, 52 nations are involved in the qualifying round: the 54 entrants minus hosts Cyprus (who qualify direct for the final tournament) and top seeds Netherlands (who enter in the elite round).

The top two teams in each group progress to the elite round along with the five third-placed teams with the best records against the top two in their section. March's elite round will decide the 15 teams joining Cyprus in the finals from 20 May to 5 June.
