The UEFA Executive Committee decided to relocate the 2024 UEFA Congress from Madrid to Paris on 8 February 2024. The 2024/25 UEFA Nations League group stage draw will also be moved to the French capital city on the same day.

Nations League set to expand with new knockout round from 2024/25
Quarter-finals and promotion/relegation play-offs will be introduced for the next edition of the competition.
Starting with the 2024/25 edition, the UEFA Nations League will be expanded with the addition of a new knockout round to be played in March, thereby creating a continuum between the group stage ending in November and the finals played in June.
League A group winners and runners-up will participate in home-and-away quarter-finals, with the winners of these ties qualifying for the Final Four.
The third-ranked teams from League A and the runners-up from League B, as well as the third-ranked teams from League B and the runners-up from League C, will play home-and-away promotion/relegation play-offs.
The expansion of the UEFA Nations League into the International Match Calendar window of March will only concern a selected number of teams and the remaining teams will already be available to start their European Qualifiers.

Russia will be top seeded in League C even if they are still banned? For 1 Group there will be A Group of 3 with seeding from Pot 2, 3 and 4? To find out which nations will be number 37,38,39 and 40 on the Overall Ranking you will take away the result against the nations last ranked in League C?
The seeding list at the top is just assuming Russia are included in the draw. The format keeps changing with every version of the Nations League, UEFA needs to decide on settle on a format instead of changing it every time...I suspect that in the end they would love for the Nations League to fully replace Qualifiers.
That would make sense and would give to this competition a purpose.

If Russia not will be a part of the draw in february. They will be ranked as number 55 in Nations League Overall Ranking? And if they will be a part of the draw for UEFA Euro 2028 they will be ranked in the lowest Pot? Together with nations like San Marino.
I think they'd be able to come back in if they got unbanned later, like in the middle of the schedule or for the relegation playoff. If still banned, the edition after they'd be top pot in D and if they were banned after that they'd be bottom of D.
