Actually sometimes associations will not enter their senior teams if the results of their national team are really poor (for example American Samoa not entering 2024 ONC and Seychelles not entering 2025 AFCON), but youth teams are supposed to be about developing so they will still enter even if they will also lose by big margins.
Maybe funding issues?

Maybe they can only afford to fund WCQ?

WCQ is basically a rerun of NC with exact same format (except no positional PO and it being spread over multiple windows)

OFC WCQ first round is played in straight knockout format, so American Samoa is possibly to be eliminated after 1 game if they lose in the first round semi-finals, or 2 games if they lose in the first round final. If they actually manage to win the first round, they have 3 more games in the second round which is single round-robin.

Anyway, this thread is about OCL, not ONC or OFC WCQ, so we have gone off topic for too long.

It's ridiculous that the third round matches are not played at the same time although I understand that it's logistically impossible in this case.
Also how on earth does only the 7th ranked team of American Samoa get licensed for this competition? Embarrassing representation.

Vaiala Tongan were ranked 5th in the 2023 league: https://www.rsssf.org/tablesa/amsamoa2023.html#champ

Not sure why they are the representatives of American Samoa in the 2024 OCL qualifying. I suppose possibly other teams don't want to "waste" time or money to play, given that football in American Samoa now lags quite far behind the other three "developing associations" in terms of strength and organization.

Also interesting that Samoa are sending the 2022 league champions, Vaivase-tai, instead of the 2023 league champions, Vaipuna, to the 2024 OCL qualifying: https://www.rsssf.org/tabless/samoachamp.html

For the 2023 OCL qualifying, they sent the 2021 league champions, Lupe ole Soaga. So for the Samoa league champions, there is an one-year gap between the team winning the league and actually playing in OCL qualifying.
