Yes. Only the first round draws were seeded as with some competitions there would be more seeds then matches after the first round.

It was possibly only for the 1967/68 season. In other seasons it was determined by how far national sides had progressed in the World Cup or Euro's.

With regards the European Championship, there was no seeding for the 1960 and 1964 editions. For 1968 there were one seed per group. These were with reason; 1) Spain (World Cup Group Stage, 7th best European) 2) Portugal (World Cup 3rd) 3) USSR (World Cup 4th) 4) West Germany (World Cup Runner-Up) 5...
