Without EPS, Italy's 8th wouldn't have access to CoL, so it does not make sense that with EPS, the 9th would, as it would exceed the extra CL spot that EPS is supposed to concede. I have a question about ELQ1 - i checked @dnina10 tables and there are 12 teams there but when i see the access list i see that nations 16-33 participate in ELQ1.
