Was the mixing of fans intentional (how tickets were allocated to Argentina) or is this a case of many traveling fans buying tickets in sections that were not allocated to their team?

Brazilian organizations are pointing fingers to each other and issuing press releases.
It looks like its a fight for power between some guys inside Brazilian football: Brazilian federation (one of their vice presidents), Rio de Janeiro federation and the company that runs the Maracanã stadium.
But its clear that mixed fans was intentional. One of the sources said that its the norm in CONMEBOL and FIFA WC south american matches with national teams, which I found hard to believe and the fault was by security guys. Security company says that there was the same number of people as in Copa Libertadores Final, being the problem the mixed fans, which seems clear to everybody but some...
Go figure.

I can't recall it, but then there has never been such a generous allocation to a continent as this time (6.5/10).
