I would add one further point though. You said it relates to the 2019 season. My understanding of it reading it through is that the study began in 2019 and includes data up to one week ago, so the data is for a three season period up until last weekend I believe.

This ranking is based on the value of the opponents regardless of the competition* and/or round played.
The value of the opponents is based on coefficients (based on UEFA Coefficients)
Example of coefficients:
- Bayern: 83.4, Man City 82.4 (meaning that eg a win vs. Bayern is thus worth 83.4x3=250.2 pts)
- between 70 and 80 pts: Barcelona, Chelsea, Paris, Real Madrid
- between 60 and 70 pts: Man United, Liverpool, Juventus, Atletico
- between 50 and 60 pts: Sevilla, Arsenal, Dortmund, Roma, Tottenham, Porto, Ajax

The top 3 looks okay. I think that Bayern is closer to them, and I would put Man. city a bit above Liverpool atm, but the differences are minimal.

But then comes Real Madrid at 4th place, while PSG is only at the 6th place... which comes to show us that there is overestimation of the English Premier league clubs. I'm assuming that the English clubs get more points for each win in the domestic league than any other club in different country.

Well, we will see how these ranking are accurate soon, with the 2nd match of PSG and Real Madrid.
