Real Madrid illegally unsettling players

Isn't it time that FIFA/UEFA started to clamp down on this public illegal approach of unsetting top players at top clubs by the Spanish giants.
Once again, another day, another season, another presedential election in Spain and another presidential candidate claims to have the signature of one the best footballers in the world.
A couple of years ago it was Barca with David Beckham, Last season it was Real and Ashley Cole, previously Real with Patrick Vieira and Barca with Thierry Henry and now we have had potential heads of Madrid claiming to have won the race to sign Kaka, C Ronaldo, Robben, Ibrahimovic etc, Not to mention Capello, Wenger and Benitez.
This underhand abuse of regulations then requires the Clubs to issue statements denying that their player/Coach is going to leave and the individual is nearly always under contract.

If they have spoken to the players then they should be facing expulsion from the transfer maket or fined as in the case of Chelsea when they were accused of tapping up Ashley Cole.
At least Chelsea didn't try to unsettle the player as he attended a meeting of his own accord, but how many of the above have attending talks with Juan Villar Mir or Ramon Calderon .

It seems there is one rule for Real Madrid & Barca and another for the rest. :x

Perhaps Chelsea are setting the ball rolling on this subject, hopefully Arsenal will act too if Calderon has spoken to Fabregas :

Personally as a Chelsea fan i am undecided on whether we need Robben, he had a mixed season last year and does attract bad press for certain antics but he can on ocassions be a match winner.

However there is a principal at stake bearing what happened to Chelsea over Ashley Cole

i would not worry too much... are just newspapers scoops, Real cannot buy everybody!!!
the newspaper just write down the interest of Real Madrid for those players with a little emphasis. Obviously they are looking for a trainer so they are contatcting a few... but Capello is the one that will go, free from Juventus in lower divisions. and the same is with players.
It happen the same in Italy every year...
i don't think this is really unsettling for the players but a a fact of joy and proudness to be requested by such a team.
