No, according to the regulations there is no pot 1 guarantee for the title holders, just like Portugal were in pot 3 in EURO 2020 FT draw.
If they finish 4th in UNL or have the worst overall record among 3rd placed teams (or 2nd worst if Germany finish 4th, which is really unlikely) they will be in pot 2.
