Who will get the last place in Belgium if AA Gent wins the Play-offs (b)? Will there be a match between the second placed team and Antwerp?

There will be no play-off if AA Gent wins play-off II, so Antwerp will get the CoL-Q2 spot.

No, Antwerp will get the last European spot in that case (ECL Q2)

No action has been taken against Belarus recently by UEFA, so I assume that Belarussian clubs are allowed to participate in the European Cups next season. However, they are still banned from playing home games in Belarus, so where they are going to play? Surely not in Poland, Lithuania or Latvia. Anyone has an idea how they are going to solve this issue?

The NT will play in Serbia, so probably the clubs will the same.
