It's a strange draw date. If they were going to do it before the playouts, why didn't they just do it straight after the groups? And as late as December, they might as well have waited until after the playouts.

Why does it matter? They playouts do not change the seedings anyway.
My preference would have been to do it right after the group stage. The sooner the better, so I'm glad I do not have to wait until after the playouts. So do we know what dates they will use for the Euro 2024 qualifiers? 2 matches each during the international windows in Mar 23, Jun 23, Sep 23, Oct 23, Nov 23? But then there is no spare date for any play-offs at the end. Perhaps they will still need to play 3 matches during a couple of the windows?

Didn't see anything, but most probably yes. If it is, it means that not relegating from group B is almost surely enough for PO (Germany + 20 qualifiers + 8 playoff spots for leagues A+B), and that's the case even if one pot C team qualifies directly.
Something else if you win a group in League B you will be top 20 among the nations in Europe. I think I've found the answer. Women's Euro draw is on the same day. So they can do both on the same day.
