Right, it's obvious that you won't have a 100% rate if there are playoffs for the big leagues. Even Premier League wouldn't be at 100%. My problem with Polak's post was that it looks like Germany desperately needs the guaranteed 4th spot and would be in huge trouble if they had to play qualification. Which wasn't the case over a long period.
In my opinion the 4th placed teams of all big leagues still should be in playoffs, three guaranteed places are fair enough.
I think that the reason it didn't stay at 3 for long was that the TV companies (from the bigger richer associations) didn't like it that 3 wasn't divisible by 2 and didn't wish to take that risk for the scheduling even if it was quite small most of the time. For some reason though they don't appear to be quite so bothered that 5 also isn't divisible by 2
