Neman were still alive in the cup at that time, so they should not need any reminding to apply for license.
And the end result may actually be the “best” for Belarus in the sense that the three ECL teams are the current top three in the league.
The investigations in Šahter and Energetik were already on the way at the time and they knew that. If BATE would have won the cup, then also 6th place would lead to Europe, but they communicated with some clubs and not the others. They knew very well what they were doing, do not worry.

Can't afford to wait too long. This would affect seeding in the ECL, as if Prishtina wins the appeal, they would enter ECL Q2. Drita, as a result, would be pushed back to Q1, replacing Dukagjini. The CAS, unlike most of us here in this forum, don't care about all the seeding stuff, so they will take their time to make their decision. So most likely UEFA will hold the Q1 and Q2 draws on Tuesday and Wednesday with both Gjilani and Dukagjini unseeded in Q1, and Drita unseeded in Q2. Should the appeal of Prishtina be successful, then Prishtina will take the place of Drita in the Q2 draw, and most likely Drita will take the place of Dukagjini in the Q1 draw. Yes, this means Drita will suffer because they would have been seeded in Q1. But again, similar situations have happened before, where the CAS made very late rulings so an unseeded team were replaced by a team which should have been seeded, or vice versa.
Maybe they care about the seeding, but their offices are in such a nice place that they simply can't make themselves to do it.

According to Italian media there are negotiations between Juventus and UEFA. Juventus might be excluded from the coming Conference League 2023-2024, and UEFA can stop investigations on Financial Fair Play breaches.
