Ranking:
The Following 5 teams have never participated in the U17 WWC Qualifiers and then are the less ranked teams: Burkina Faso, Central Africa, Libya, Mali & Mauritius. Only 2 teams shall participate in the first round. Therefore, seeing that there are no records for the above teams in this competition, the FIFA Women ranking of the above associations was taken into consideration and the following 2 associations are the less ranked: Central Africa & Mauritius. These 2 teams will play the 1st round

Procedures of the draw:
1st round:
A draw will be done to determine the order of the matches

Central Africa - Mauritius

Matches:
Matches 1 & 2: The 1st ball drawn will play against the 2nd ball drawn. The first team drawn plays the first leg at home

2nd round:
Nigeria being the team who achieved the best result in the last World Cup (3rd place) will play against the winner of the 1st round.

The remaining teams will be drawn together taking into consideration the geographical conditions, as follows:

6 teams of CECAFA: Burundi – Djibouti – Ethiopia – Kenya - Tanzania - Uganda (Pot1)
Play against
3 teams of UNIFFAC + 3 teams of COSAFA : Cameroon – DR Congo – Eq. Guinea – Botswana – South Africa – Zambia (Pot 2)

3 teams of UNAF: Algeria – Morocco – Libya (Pot 3)

4 teams of WAFU A + 3 teams of WAFU B : Guinea – Liberia – Mali – Senegal – Benin – Niger – Burkina Faso (Pot 4)

(the remaining 4 teams of WAFU A & B will be drawn to play against each other)

The first ball drawn from Pot 1 (CECAFA) will play against the first ball drawn from Pot 2 (UNIFFAC / COSAFA).

In order to have an equal probability for the order of the Matches (who is playing home and who is playing away), an empty pot 5 will be in place, the 2 drawn balls will be mixed in pot 5 before drawing them. The team drawn first will play the 1st leg at home and the team draw last will play the 2nd leg at home. This procedure will be repeated 6 times

Then, one ball will be drawn from Pot 3 (UNAF), and one ball will be drawn from Pot 4 (WAFU A / WAFU B).

The 2 drawn balls will be mixed in pot 5 before drawing them. The team drawn first will play the 1st leg at home and the team draw last will play the 2nd leg at home. This procedure will be repeated 3 times

The remaining 4 teams in Pot 4 will be drawn together. The first team drawn from the remaining 4 will play against the 2nd team drawn from the remaining 4. The first one drawn will play the first match at home. This procedure will be repeated again for the last 2 teams.

UEFA
The 2023/24 UEFA European Women's Under-17 Championship round 1 draw has set the groups in both leagues for the mini-tournaments in autumn.

League A includes 28 teams, including defending champions France and the seven nations promoted from League B after round 2 of the 2022/23 edition this spring. They have been drawn into seven groups; from these single-venue mini-tournaments, the teams finishing fourth will be relegated to League B for 2023/24 round 2, with the other positions deciding seeding for League A in that round. Sweden will take part, although their finals place is assured as hosts.

The 22 teams in League B (including sides relegated from League A in 2022/23 round 2, plus Andorra and Malta returning to the competition) will play for promotion to League A in six groups. The six group winners and the runners-up with the best record against the teams first and third in their section will be promoted. League A round 2 will decide the seven teams joining Sweden in the 2024 finals.

Draw procedure

In Round 1, the 50 entrants are split into League A (28 teams) and League B (22 teams) based on the rankings after 2022/23 round 2. In League A, teams were drawn into seven groups of four, while in League B there are two groups of four and four groups of three.

Within each league, teams were allocated to four pots (League A – seven in each from Pots 1 to 4; League B – six in in Pots 1 and 2, ten in Pot 3). In League A, every group contains one team from each pot. In League B, every group contains one team from each of Pots 1 and 2; from Pot 3, two teams were drawn into each of Groups B1, B2, B3 and B4, with one drawn into each of the other two groups.

In League B, the draw started with Pot 1, continues with Pot 2, and concluded with Pot 3. Each pot was emptied entirely before proceeding to the next pot.

As a rule, and for each pot, the teams drawn were allocated in numerical order from Group B1 to Group B6. If the draw condition applied or was anticipated to apply, the team drawn were allocated to the first available group in numerical order. For pot 3, teams were allocated to the third position of each group before the fourth positions were filled.

In League A, the draw started with Pot 1, continued with Pot 2, then Pot 3, and concluded with Pot 4. Each pot was emptied entirely before proceeding to the next pot.

As a rule, and for each pot, the teams drawn were allocated in numerical order from Group A1 to Group A7.

As decided by the UEFA Executive Committee and the UEFA Emergency Panel, the following pairs of teams could be drawn in the same group:
League A: Belarus and Ukraine
League B: Armenia and Azerbaijan

If the prohibited clash occured or could occur, the team drawnwas placed in the first available group in numerical order. Should the prohibited clash have been possible when drawing the last groups, the teams would have been drawn and assigned to the groups in line with the draw conditions.

Hosts will be appointed for each mini-tournament, to be played between 1 August and 20 November 2023.

Well, maybe it's my mistake, that's how I viewed the 4 mini-tournaments format, as a way not to have one host country hosting 48 teams on its own. And there is no evidence either that the expansion will start from this edition.

They intend to use so-called park format with several adjacent pitches with necessary facilities but without large stands, perhaps only 1-2 stadium type venues in order to enable wider range of countries to host U17WCs and to leave a useful legacy for those which do.
