According to wikipedia, since the UEFA youth tournaments were re-organized as U-19 and U-17 competitions in 2002, neither England's men's U-19 and U-17 teams have ever been eliminated in the first qualifying round.
Cheers. Iirc, I've gone digging through Wikipedia on all the years it has entries for qualifying for these tournaments and never saw England fail in the first round. There's plenty they don't have that info for going back though.

0-0 HT. A game of very few chances. Not good, Montenegro are winning 3-0, so we need to win this match. Might have a shot at the best 3rd spot with a draw.

England were the only ones trying to win this match in the second half. They tried, but Austria held them off. 0-0 FT.

So we have a tenuous hold on the best 3rd place spot with 4/13 groups played. All it will take is someone to beat a top two team and finish third, or get two draws like us but score a goal, and it's all over and the TOP seed of the qualifying round is out. Only Portugal who got a bye to the elite round have a higher coefficient.

At least England still got a chance. From the other three completed groups, the third-placed teams (Hungary, Poland, Finland) all have 4 points but can no longer qualify because the match against the fourth-placed teams are not counted. Hungary were pipped by Latvia to second place by goals scored after Latvia trounced Gibraltar by eight goals in the last round (Hungary could only beat Gibraltar by six earlier), while Poland led Germany three times but each time Germany managed to equalized, and North Macedonia scored a late equalizer against Kazakhstan to finish level on points with Poland but won the head-to-head tiebreaker to finish second.

I decided to look back to see what our chances of getting that best third place spot are. Only the two previous editions used this system, before that, two teams got byes.

Last year, two teams got a win, another got two draws with a 1-1 and a 0-0, and another got 2 0-0s like us. However, the year before that we would have got it, as no one got more than 1 draw. Still seems like the odds are against us, but it was possible that year and maybe it will be again...

The first four 2023/24 UEFA European Under-19 Championship qualifying round groups are complete, with the other nine running between Wednesday and next Tuesday. beginning the road to the eight-team finals in Northern Ireland.

The top two teams in each group will join top seeds Portugal in the spring 2024 elite round along with the third-placed team with the best record against the top two in their section. Hosts Northern Ireland qualify directly for the final tournament from 15 to 28 July, which will also act as UEFA's qualifier for the 2025 FIFA U-20 World Cup.

No, Slovenia and Bulgaria who currently appear 3rd in their groups with 2 points above England can still finish 2nd with a win if there is a winner in the other game of their group. The loser of that game will be 3rd with 1 point.
