We know Switzerland will be in league B. Therefore we have 9 qualified teams (A1+A2+Switzerland). That means we need 14 teams in the final playoff.
I don't like having many teams that achieved near to nothing in the playoffs, so i would get rid of C2 and B3.

This leaves me with 21 teams (or more probably 20 if Switzerland finishes 1st or 2nd).

2 rounds of playoffs with certain teams skipping round 1

round 1: A4, B2 and C1 (12 teams)
round 2: 6 round 1 winners, A3 and B1

If Switzerland finishes B1 the best 2nd placed team, or the 2nd placed team from Switzerlands team is promoted to B1 and skips round 1. If Switzerland finishes B2 no adjustments have to be made.
If Switzerland finishes B3 or B4 we have one team too many, two worst A3 or two worst B1 teams could join round 1.

Seeding: round 1. 3 pots... 4 teams in A4 play against 4 teams in C1. one team in B2 plays against C1, other two B2 teams play against eachother.
round 2: 8 teams that had a bye are put in pot one. other 6 teams in pot 2. 6 ties between pot 1 and pot 2. one tie between two pot 1 teams

Again, no idea. Maybe France can host? They hosted 2019 WWC, will host 2024 Olympics, and also bid for the 2025 W Euros.

I think they realize that a four-country bid is quite unlikely to win as the tournament is too spread out.

Bidding will probably open after the final tournament in 2025.

So it's unfair to attempt to improve your chances to succeed after a failed bid? Unless they made an agreement to apply once more as the same group in case of failure, I don't see how this is unfair.
