The 2023/24 UEFA European Women's Under-19 Championship round 1 draw, streamed live at 11:00 CET on Friday 16 June, will set the groups in both leagues for the mini-tournaments in autumn.
League A consists of 28 teams, including the eight promoted from League B after 2022/23 round 2 in the spring. The teams are drawn into seven groups; from these single-venue mini-tournaments, the teams finishing fourth will be relegated to League B for 2023/24 round 2, with the other positions deciding seeding for League A in that round.
The 23 teams in League B – including sides relegated from League A in 2022/23 round 2, as well as debut WU19 entrants Luxembourg – will compete for promotion to League A in six groups, five of four sides and the other with three. The group winners and the runners-up with the best record against the teams first and third in their section will be promoted. Lithuania will take part, although their finals place is assured as hosts.
The seven teams joining Lithuania in the 2024 finals will be decided by round 2 League A.
Draw procedure
In round 1, the 51 entrants are split into League A (28 teams) and League B (23 teams) based on the rankings after 2022/23 round 2.
In League A, teams are drawn into seven groups of four, while League B is divided into five groups of four teams and one group of three.
Within each league, teams are allocated to four pots (League A – seven in each, Pots 1 to 4; League B – seven in Pots 1 and 2, ten in Pot 3). In League A, every group contains one team from each pot; in League B, every group contains one team from each of Pots 1 and 2; from Pot 3, two teams in each group other than Group B6, which will have one.
In League B, the draw starts with Pot 1, continues with Pot 2, and concludes with Pot 3. Each pot is emptied entirely before proceeding to the next pot.
As a rule, and for each pot, the teams drawn are allocated in numerical order from Group B1 to Group B6. If the draw condition applies or is anticipated to apply, the team drawn is allocated to the first available group in numerical order. For pot 3, teams are allocated to the third position of each group before the fourth positions are filled.
In League A, the draw starts with Pot 1, continues with Pot 2, then Pot 3, and concludes with Pot 4. Each pot is emptied entirely before proceeding to the next pot.
As a rule, and for each pot, the teams drawn are allocated in numerical order from Group A1 to Group A7.
As decided by the UEFA Executive Committee and the UEFA Emergency Panel, the following pairs of teams cannot be drawn into the same group: Bosnia & Herzegovina and Kosovo, Armenia and Azerbaijan.
If a prohibited clash occurs, or could occur, the team drawn is placed in the first available group in numerical order. Should a prohibited clash be possible when drawing the last groups, the teams will be drawn and will be assigned to the groups in line with the draw conditions.
Hosts will be appointed for each mini-tournament, to be played in principle on these dates: between 19/20 and 25/26 September, or 24/25 and 30/31 October, or 27/28 November and 4/5 December 2023.
