CAF Media Statement on the CAF Interclub Competitions and Management of the Club Licensing System Committee Meeting

The CAF Interclub Competitions and Management of the Club Licensing System Committee met to deliberate on the incident during the TotalEnergies CAF Confederation Cup first leg semi-final fixture between USM Alger and RS Berkane that was scheduled on 21 April 2024.

The CAF Interclub Competitions Committee and Management of the Club Licensing System decided:

1. To Sanction USM Alger with a forfeit of 0-3.

2. To Submit the case to the Disciplinary Board for possible additional sanctions.

3. The second leg fixture between RS Berkane and USM Alger at the Berkane Municipal Stadium on 28 April 2024 is maintained.

CAF Appeal Board Decision on the USM Alger/ RS Berkane matter

The CAF Appeal Board met today to deliberate on the appeal by USM Alger of Algeria on the decision of the CAF Organizing Committee for CAF Interclub Competitions and Management of the Club Licensing System on the incident during the TotalEnergies CAF Confederation Cup first leg semi-final fixture between USM Alger and RS Berkane on that was scheduled on 21 April 2024.

The CAF Appeals Board ruled that:

1. The Appeal filed by USM Alger against the CAF Organizing Committee for the Interclubs Competitions decision dated 24 April 2024 is dismissed.

2. The CAF Organizing Committee for CAF Interclub Competitions and Management of the Club Licensing System decision dated 24 April 2024 is upheld.

3. All other and further motions or prayers for relief are dismissed.

In the first leg, Algerian authorities prevented the club from playing the match due to the team’s jerseys featuring a full map of Morocco.

USM Alger has decided to withdraw from the second-leg semifinals of the CAF Confederation Cup.

The game was scheduled to take place today at 8 p.m. at Stade Municipal de Berkane.

The first leg match was also canceled after Algeria's regime decided to prevent the Moroccan club from playing the game and confiscated RS Berkane's CAF-approved equipment in a bid to challenge Morocco’s territorial integrity.

Algerian authorities prevented the club from playing the match due to the team’s jerseys featuring a full map of Morocco.

In response, the Confederation of African Football (CAF) has settled the controversy surrounding Algeria’s decision by penalizing the Algerian club with a forfeit of 0-3.

A CAF club commission decided to refer the matter to the disciplinary committee for possible additional sanctions against Algerian authorities.

Many have described the Algerian decision as part of Algeria’s smear campaign challenging Morocco’s territorial integrity and sovereignty over its southern provinces in Western Sahara.

Algeria's USMA refuse to take part in the second leg of the CAF Cup semi-final against RS Berkane on Sunday (April 28th).

The Algerians of USMA refuse to face Renaissance Sportive de Berkane in the second leg of the semi-finals of the CAF Cup, this Sunday, April 28 at the Municipal Stadium of Berkane.

They sent correspondence to the Confederation of African Football (CAF) to notify the refusal.

They had previously refused to carry out the traditional pitch reconnaissance and had not done any warm-ups.

Kick-off is set for 8 p.m.


CAF CC: USM Alger did not play the second leg

As expected, USM Alger, who travelled to Berkane, refused to play the second leg of the semi-final of the Confederation Cup, since the Moroccan club still wears its jersey with the disputed map of the country on its chest.

As in the first leg at the 5 July Stadium, the officials waited a quarter of an hour before noticing that one of the teams had not come out of the dressing room.

At that moment, the players of RS Berkane entered the field to greet their supporters while those of USM Alger left the municipal stadium in the direction of Oujda in order to take a return flight to Algiers around one o'clock in the morning.

Regarding the merits, all that remains now is to wait for the response of the Court of Arbitration for Sport (CAS) in Lausanne, which has been requested to rule on the non-compliance of the RS Berkane jersey with the regulations, in particular Law 4 of the IFAB.

The CAS is expected to issue a response at the beginning of the week, an important decision for Algerian football which risks serious sanctions from CAF which had already declared USMA out of the first leg without the motivation for the decision being legally sound. Another dossier has been filed regarding this decision of the federal authorities.

As Dreams FC lost in the semi-finals, Ghana cannot reach too 12, and Nigeria remain in top 12.

Compared with this season’s ranking, Guinea drop out of top 12 and will only have one team in each competition next season, while Cote d'Ivoire enter top 12 and will have two teams in each competition next season.

Road to FINAL! CAF announces kick-off times and dates for TotalEnergies CAF Champions League Final

With the Finalists for this year’s the TotalEnergies CAF Champions League confirmed, the countdown has officially begun to the two-legged finals to be contested by current champions Al Ahly SC of Egypt and Espérance Sportive de Tunis.

Cas to hear Algerian appeal in Morocco map row

A row over an extended map of Morocco on a football shirt has escalated after the Algerian Football Federation (Faf) and club side USM Alger lodged an appeal with the Court of Arbitration for Sport (Cas).

Both legs of the Caf Confederation Cup semi-final between USM Alger and RS Berkane were called off because the latter club insisted on wearing a strip bearing a map of Morocco which includes the disputed territory of Western Sahara.

The map is seen as a political provocation in Algeria.

Faf and USM Alger have asked Cas to to rule that the Berkane shirt "contravenes the laws of the game, Confederation of African Football (Caf) regulations and Fifa rules".

The world governing body's equipment regulations state that no item of kit which includes political statements or images may be worn.

Cas said an arbitral panel is being appointed, but did not give any timescale on when the case would be heard.

The Switzerland-based organisation added that written submissions from all parties, which include Caf, the Royal Moroccan Football Federation (RMFF) and RS Berkane, are being exchanged.

"Once constituted, the arbitral panel will issue instructions for the next phase of the proceedings, including the holding of a hearing," a statement on the Cas website said.

Berkane appear set to progress to the final of the Confederation Cup, having been handed a 3-0 win in the first leg despite refusing to play in Algeria after their shirts bearing the disputed map were confiscated.

The RMFF says Berkane have been awarded another 3-0 win - and will progress to the final 6-0 on aggregate without a ball being kicked - but Caf has not made an official announcement on the matter.

The final is scheduled to be held over two legs on 12 and 19 May.

Algeria and Morocco share a nearly 2,000 km (1,242 miles) border, which has been a source of tension since independence from French colonial rule.

The border is currently closed between the countries and Algeria severed diplomatic ties three years ago.

A long-running dispute about Western Sahara, a sparsely-populated territory annexed by Morocco in 1975, has also strained relations.

Its indigenous Sahrawi people, led by the Polisario Front and with a government in exile in Algeria, mounted a 16-year-long insurgency that ended with a UN-brokered truce in 1991.

Against that backdrop, Algerian customs officials seized RS Berkane's kit on the squad's arrival in the country last month.

The Moroccan side refused to wear alternative shirts and did not emerge from their dressing room for kick-off in the first leg on 21 April.

Host side USM Alger were punished with a 3-0 defeat by a Caf panel, and an appeal against the decision was rejected by the continent's governing body.

A Caf committee has previously granted permission for Berkane to wear the shirts with the extended map, and Faf and USM Alger failed in a bid to overturn that in a previous request to Cas on 26 April, two days before the second leg.

USM Alger travelled to Morocco for the return tie but did not take to the field on Sunday, and the match was cancelled.

The Algerian club's hopes of retaining the Confederation Cup title now appear to lie with the case at Cas.

Zamalek await in the final, with the Egyptian giants scheduled to be away from home in the first leg on 12 May before the return tie in Cairo seven days later.
